Blinc Eyeliner should be applied to dry and clean skin; do not use moisturiser or foundation before applying the eyeliner. Allow it to dry for a minute before applying an additional layer if desired. It can be removed with a combination of water and light pressure using fingers or cotton, without the need for soap or remover.
